Recognizing that global stability requires dynamic balance rather than unilateral mandate, the Charter allocates strictly one official seat per UN Member State. Sovereign Envoys are not passive convention delegates — they are institutionally nominated representatives endorsed by foreign ministries, embassies, or accredited local chapters who hold their nation's seat in the global assembly.
